Issue With DUMMYSUBSCRIBER_1 Where Messages Are Getting Stuck (Doc ID 2039760.1)

It was observed that there are some messages getting stuck in a topic for the Subscriber named  "DUMMYSUBSCRIBER_1". This Subscriber Adapter cannot be viewed in any of the RIB-APP-Admin GUI pages. 

Here are the list of message for that Subscriber after running RIB Diagnostic and Monitoring Tools (RDMT) tool.

It shows that the topic had reached its threshold warning and the messages are not getting consumed. Why is this behavior and what is the solution?
