Tracker Receives Successful Log Entries Even Though for Some Submissions not All Attachments are Going Through Successfully for the Schedule Items

On : 6.8.2 version, Tracker client

Filing Amendments have been submitted to SERFF from corresponding filings.
State Reviewer objected that they do not see the attachments for the revised items.

In Tracker, the submitted activity shows the item and its attachment(s) included and sent successfully to Filing Package.

The submissions should receive a successful log entry only when all items and their corresponding attachments are sent to SERFF end.
Otherwise the submission should be restricted at Tracker end, possibly with a failed log entry.

The issue CANNOT be reproduced at will. It happens randomly with the following steps:
1. In an existing SERFF filing, revise an item and include the attachment for the item
2. Now prepare a Filing Amendment
3. Make sure to include the revised item in the Amendment
4. Submit the Amendment with appropriate submission activity
5. Ensure the activity shows the generated document as the attachment
6. Ensure in the Filing Package tab, the activity shows the item and its attachment(s)
7. Ensure a successful log entry is received for the submission

The issue has the following business impact:
Due to this issue, users needs to redo the same submissions and causing unnecessary waiting for objections. It is affecting the speed to market process.


Hotfix release ARU 19045228 (Patch 19905788) was applied in the environment.
