Connection Design Giving Error "No Design Glr Assignment Segment Found For Segment Id 0."

Customer reported the connection design for an old VC has "malfunctioned" and no longer displays the originating or terminating network / elements in the connection summary.
When attempting to specify an originating or terminating location user receives a data-related error:
  "No design GLR assignment segment found for segment id 0."

1. In Connection Design, open the affected VC

2. Verify that Originating / Terminating Networks and Elements are blanked in current Ckt Issue #4.
3. Trying to recover the Originating Network, by clicking its None link results in the following message:

    No design GLR assignment segment found for segment id 0

4. Same result if you try to recover from the Terminating Network

User not able to work the virtual connection.

User has no knowledge how the VC went bad.
User is able to open prior Ckt Issue #3 that has complete information, but is not able to save as new issue.
Issues seems limited to only some VCs.
