Full Text Search for Non-English Text Attachment Works Different Between Unicode/Shift JIS and UTF-8 Encoded Text Files (Doc ID 2040506.1)

Symptoms

Actual Behavior
When attaching text file in Unicode with Japanese Character inside into an object in Agile 9.3.3, cannot search the file using simple of advanced search using Full Text Search functionality.

When attaching text file in UTF-8 with Japanese Character inside into an object in Agile 9.3.3, can search the file using simple of advanced search using Full Text Search functionality.

Similar issue are reported in Shift JIS.

Steps
The issue can be reproduced at will with the following steps:

1. Login to Web Client
2. Add text file : UTF-8.txt to Item:A
   
   UTF-8.txt have the following text included. (This text file is encoded in UTF-8)
   
   あいうえお123-1.txt
     
   
   
3. Go to Advanced Search
   
   Items
   File Document Text : Contains Phrase : あいうえお
   
   
4. Search
5. Item:A is shown
6. Add Unicode.txt to Item:B
   
   Unicode.txt have the following text included. (This text file is encoded in Unicode)
   
   あいうえお123-1.txt
   
   
   
7. Go to Advanced Search
   
   Items
   File Document Text : Contains Phrase : あいうえお
   
   
8. Search
9. Only Item:A is shown. Item:B does not appear.
