Symptoms
On : 7.5.0.11.0 version, Pipeline Manager/Discounting
ACTUAL BEHAVIOR
----------------------
Billing Time Discount is applied at the Bill run which is after the Discount END date.
Customer has run the billing before Billing End date and Billing after the End date of the Billing Time discount.
Both the cases it is creating the bill after applying the discount.
EXPECTED BEHAVIOR
------------------------
Expected is to generate the Bill without the discount for the Bill which is generated after the Discount End date.

Billing DOM is 01
Billing Time discount End date is 03/09/2015
Bill run on 01/08/2015
Discount got applied
Bill run on 01/09/2015
Discount got applied
pin_discount_cleanup -m close is run on 03/09/2015
Purchased Discount got closed with status as 3.
Bill run on 01/10/2015
Discount got applied ******** ISSUE: This is not Expected
