Imported Holiday Discounts Fail to be Applied to Charged Services

Symptoms
On Oracle Communications Network Charging and Control (NCC) version 5.0.2.0, a problem exists when exporting/importing Charging Control Services (CCS) Rate Tables where Holiday Discounts are not correctly applied on the applicable days.
The result is sevices used on holidays where a discount should be applied end up being charged for the entire cost.
No error can be seen in the logs, but if debug is enabled, the date/time comparison shows "0" values:

The CCS Rate Table was exported then imported back into CCS.
