XItem Message Fails With Error "ITM_SUP_MANU_CTRY_EXIST" When SYSTEM_OPTIONS.HTS_TRACKING_LEVEL='S'

Item creation through external interface is failing with below error when SYSTEM_OPTIONS.HTS_TRACKING_LEVELis set to 'S' (Supplier level):
Steps To Recreate:
1. Set SYSTEM_OPTIONS.HTS_TRACKING_LEVEL set to 'S'.
2. Subscribe item to RMS.
3. Item is created in 'W'orksheet status with error 'ITM_SUP_MANU_CTRY_EXIST' in Process tracker.
