SIM Not Processing MPS_STAGED_MESSAGE Messages (Doc ID 2044737.1)

After sending modification messages from Retail Merchandising System (RMS) to Store Inventory Management (SIM), the messages are being captured in the MPS_STAGED_MESSAGE table of SIM, but the retry count is not increasing.
All the polling timers are turned on; however, the messages are not being processed.  Why is this happening?
