Events that involved both SCADA and AMI input for the restoration time are seeing that the AMI can overwrite the SCADA restore time.
Since the AMI restore time would be less accurate than a restore time determined by a SCADA action, AMI should never replace the SCADA restore time.
The issue can be reproduced with the following steps:
1. Have an event that involves SCADA and AMI
2. From SCADA, open the breaker
3. Close the SCADA breaker and note the restore time that is set by the IccpAdapter
4. With AMI restoration verification enabled, have the restore time come in which then will overwrite the previous set restore time.
