Symptoms
In all versions of Oracle Communications Network Charging and Control (NCC) up to and including 5.0.3.0, every Balance Type which does not have the "Exclude from Creation" checkbox enabled will be added to the Wallet of newly provisioned accounts along with 0 value buckets with no expiry dates.
This behaviour may be undesirable for certain business cases.
