Forecastfirstrow() Does Not Work When Custom Fiscal Year Retrieved In The Worksheets (Doc ID 2045873.1)

Goal

We have fiscal year starting from July to June and so we have updated the t_ep_fiscal_month with Values Jan , Feb, Mar .. and t_ep_fiscal_year as FY-1, FY , FY+2)
Everything is working well except when we are using edit lock expresiion in series getrow < Forecastfirstrow +12, as our data model bucket is month.
We want to lock the series till FY and should be available for user inputs from FY+1, July.

But forecastfirstrow identifies all the rows in FY , FY+1 , FY+2, as forecastfirst row and locks all the buckets
