'Device Already In Desired State' Error When Operating a SCADA Control in Web Switching

SCADA controls from web switching indicate they are already in the actual state when they are not
When executing SCADA controls from Web switching, an error dialog pops up to say "Device is already in the desired state" when this is not the case. ( for example, a suppress command on an auto-recloser which is 'enabled' will pop this dialog. Whereas a 'restore' command on an 'enabled' device doesn't indicate that it is in the desired state.
"The device is already in the desired state."
The issue can be reproduced at will with the following steps:
1. Attempt to complete a device operation step on a SCADA control
