Email Letters Failing with "MAPI error: 2147746065"

Symptoms

Some email letters are failing with the following error; regular printed letters are going out with no issue.

STEPS

The issue can be reproduced at will with the following steps:
1. Case manager completes an activity with a letter attached whose recipient receives letters via email
2. Letter does not send; tcslog displays error above.

BUSINESS IMPACT
-----------------------
The issue has the following business impact: agents/inscos are not being notified as to updates on their cases.
Due to this issue, users cannot provide updated information to agents, insurance carriers, and other partners.
