P6 Professional Standalone Operations Such As Logging In Or Opening Projects For The First Time Is Slow When Using A Standalone SQLite Database (Doc ID 2046651.1)

Many operations are slow in a P6 PPM SQLite standalone database such as, opening a project. 

This can also make the login slow if a project was open when P6 was closed since P6 will try to automatically open the project at login.  This slow down can occur even for very small projects if the SQLite database is very large.  After the initial project is opened, other projects can be opened and closed quickly during the same session.

The issue can be reproduced at will with the following steps:
1. Log into P6 (with a large SQLite database)
2. Open a project and time how long it takes to complete.
3. Close the project and open either the same project or another project and time how long it takes to complete.

Due to this issue, users must wait longer than necessary when trying to open a project in p6 after the initial login.
