Patchrm Does Not Check Localhost Admin Port - "Cannot connect to application server on" (Doc ID 2047143.1)

Symptoms

If the admin port (4848) is turned off for Indexing and Search Service (to disable remote access to the Glassfish App Server), patchrm will fail to back-revision the war files properly.
