EDR's Are Not Getting Discarded When WHOLESALE_CHARGED_AMOUNT_VALUE Is Zero

Symptoms

On :  7.3.1.0.0 version, Pipeline Manager

FCT_Discard module is configured in one of pipeline and the discarding condition (WS_NULL = 1 and every other parameter is '.*') is updated in ifw_discarding table. but the EDR's whose WHOLESALE_CHARGED_AMOUNT_VALUE is zero are not discarded.

ACTUAL BEHAVIOR  
---------------
EDR is not getting skipped but its getting rated and output file is getting created.

EXPECTED BEHAVIOR

EDR should have skipped based on the condition

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a discarding [ Pipeline Setup Toolbox -> EDR -> Pipeline -> ALL_RATE-> Discarding and select the check box for WS_NULL and fill remaining with .*
2. Config FCT_Discard and restart the pipeline

3. Create an account with Standard GSM
4. Pass the edr and see the EDR is not getting skipped, but its getting rated.
