Error in implementation of time validity for Relation flex fields

When entering a flex field value for a Relation with a start date before the registration date of the Relation, error REF-01419 appears: "The validity period of the flex field value must be within the validity period of the master record".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
0. ZRG7019F: enter a dynamic flex field
1. ZRG7027F: Create an entity flex field on RBH_RELATIES with a start date of 01-01-2015. Time validity is required due to the fixed setup related to the modification mechanism.
2. REL1001F: Create a relation which will have a registration date of today.
3. REL1001F: Add a flex field value with a start date before the registration date: ERROR as mentioned.

BUSINESS IMPACT

The issue has the following business impact:
The real applicable start date of a flex field value (license numbers, identifications having a particular start date) cannot be registered properly.
