Symptoms

On Preventative Controls Governor (PCG) version 6.5.8:

Form Rules is a module of PCG application. In the Form Rules module one of the functionality is to apply SQL rules to Oracle Business Suite forms and this functionality is currently not working. When trying to compile all SQL rules, the program/request ends with following error:

Other functionality of the Form Rules module is working as expected.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log on to the GRC Controls responsibility in Oracle E-Business Suite. In that responsibility, select Form Rules.
2. A GRC Controls–Oracle Rules form opens. Select its Form Rules tab.
3. Click on Tools in the menu bar, and then Oracle Form Rules Compile All Active SQL Rules in the Tools menu.
4. The program ends with error mentioned above
