P6 EPPM Performance issues using P6 WEB

When changing views in User Access, the performance is poor and slow if the user changing view is not an Admin Superuser.

If the user is an Admin Superuser, it is considerably faster.

The issue can be reproduced at will with the following steps:

=======GOOD Performance==========
1) Log into P6 Web As admin superuser
2) Administer > User Access
3) Users page
4) Click on Group By Icon on the toolbar
5) Change from List to User Interface view or vice-versa
6) Performance is good. It takes seconds to load
=======Slow Performance==========
1) Log into P6 Web As Master Scheduler Global Profile(or any other non admin
super user)
2) Administer > User Access
3) Click on Group By Icon on the toolbar
4) Change from User Interface view to List or vice-versa
5) Performance is slow. It will hang when switching views, OR make take an extended amount of time to change the view.

This issue is a confirmed defect and is present in the following P6 versions.

P6 15.1
