ValuesBlock Element Does Not Prevent Funds with no Value from Displaying (Doc ID 2049868.1)

Symptoms

On : 9.6.1.18 version, Fund Information

ACTUAL BEHAVIOR
------------------------
Users are attempting to limit the funds displayed in Activity Detail by configuring the ValuesBlock element to funds with positive cash value.
However, funds with no value are displayed.
 

EXPECTED BEHAVIOR
--------------------------
The ValuesBlock should only return funds that have a positive cash value
AND are included in the policy valuation. This includes fund types 01, 02, 04, 06, 07, 09, and 10 only.

Currently, the ValuesBlock is showing results for all fund types (including 03 and 05) which it should not.

Also, the funds in the ValuesBlock should be ordered alphabetically.


STEPS

The issue can be reproduced at will with the following steps:
1. Configure a transaction with ValuesBlock element to creates a section on the Activity Detail screen that displays the current policy fund values
2. Process the activity and review the funds displayed

The issue has the following business impact:
Due to this issue, users cannot limit funds displayed in Activity Detail.
