Scheduled Allocation Batch Is Creating Child Allocations for Allocations in Deleted Status (Doc ID 2049891.1)

Symptoms

Scheduled allocation batch is creating child allocations for allocations in deleted status.  The scheduled allocation batch should not be reviewing allocations that are in status "7" on the the ALC_ALLOC table.

Steps to Reproduce :

     1. Create a scheduled allocation and then delete it from the front end.
     2. Run the scheduled allocation batch.
     3. Note that a child allocation is created for the deleted allocation.
