Goal

How can a Usage Transaction be prevented from being processed and sent when there is no Device Configuration installed at the Service Point that is associated with the Usage Subscription? For example, if a Usage Transaction is requested in this scenario, how do we prevent the UT from completing since it would not contain any measurement data due to lack of DC.
