Unable to Inactivate Supplier Contact User Under No PCM Licensed Instance (Doc ID 2050922.1)

Symptoms

When attempting to inactivate a Supplier Contact User in web client on non PCM licensed instance, the following error occurs.

Error
Cannot make the user inactive since the user is the default RFQ recipient of supplier XXXXXXX. Please select another user as the default RFQ recipient before performing this action.

Steps
The issue can be reproduced at will with the following steps:

  1. Login to Java Client with admin user
  2. Move to Admin > Settings > Server Settings > Licenses > Modules tab
  3. Confirm that Product Cost Management is set to No
  4. Login to Web Client with admin user
  5. Search Supplier Contact User
  6. Set the Status to Inactive
