Unable To Load A Batch Rated Output File Through REL Following A Database Crash (Doc ID 2051064.1)

Goal

Experienced a crash in a Database server.After the Database crash observed that one batch rated output file did not get fully loaded into Billing and Revenue Management (BRM) by Rated Event Loader (REL).
The corresponding entry in the BATCH_T table is showing a status 8192.
Tried reload the events normally by using the same command to process the original event file as indicated in the BRM documentation but it does not work.
When tried to processing the file again REL indicates that the file is already being processed by another REL instance:
