Login to RPM Application Fails With "Application Error: Unable to Launch the Application" (Doc ID 2051235.1)

Symptoms

When trying to connect to the Oracle Retail Price Management (RPM) 14.1.x application, we see the message "Starting Application: Verifying Application", then the dialogue box "Do you want to run this application?" appears.  If the user clicks Yes, he/she sees the message, "Application Error: Unable to launch the application" and cannot log in to the application.
