ASAP NE Unresponsive

Work Orders are stuck at the In Progress state for an NE in ASAP, and the pending queue is growing significantly. We tried asap_utils option 10 to disable/enable the NE, but it doesn't do anything. Messages are still stuck. Backlog is around 10K.
