SDK Error: Resource Not Available when using SQLite Database

Symptoms

When attempting to authenticate against the P6 Software Development Kit (SDK) using a SQLite Database the following error is returned:

Error: [ATI][OpenRDA ODBC]RDA Error: Resource Not Available - Connect Error:
Error returned from engine: VDB.Connect; hResult=0x80040003 (PMSDK_E_INTERNALERR: internal driver error); EOleSysError=Invalid return value from CreateAppVDB
Code: 80004005
