VAT_RATE In TRAN_DATA Is Being Populated For Tran Code 1 With IGTAX_RATE When VAT Is Turned Off (Doc ID 2052249.1)

Symptoms

Actual Behavior
---------------
When Value Added Tax (VAT) functionality is disabled, you could see the IGTAX_RATE value from SA_TRAN_IGTAX being populated in TRAN_DATA/HISTORY for Tran Code 1.

Expected Behavior
-----------------------
VAT_RATE in TRAN_DATA should not get populated for TRAN_CODE 1 with IGTAX_RATE.

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload an RTLOG in SALES environment with an IGTAX record.
2. Observe that sa_tran_igtax.igtax_rate field is populated.
3. Run saexprms batch.
4. Observe that the posu file generated has a TTAX record.
5. Upload this posu file by running the sales upload batches - uploadsales.ksh and salesprocess.ksh.
6. Validate IGTAX_RATE in SA_TRAN_IGTAX is being reflected in VAT_RATE column in TRAN_DATA which is wrong.
