Duplicate Project Ids Created When Changing Id Between Multiple Sessions (Doc ID 2052297.1)

Symptoms

Project IDs are duplicated when attempting to change IDs in multiple sessions.

STEPS TO REPRODUCE
----------
1. Log in to Project Management as UserA
2. Log in to Project Management as UserB from another machine
3. As UserA, select the button to add a project (location and initial name of project Id does not matter)
4. As UserB, select the button to add a project (location and initial name of project Id does not matter)
5. As UserA:
   a. update the project ID field and set = DUPLICATE
   b. Select Enter
   c. Do not commit or refresh changes
6. As UserB:
   a. update the project ID field and set = DUPLICATE
   b. Select Enter
   c. Do not commit or refresh changes
7. As User A, Select File, Commit
8. AS User B, Select File, Commit
9. As User A, Select File, Refresh
10. As User B, Select File, Refresh
11. Note the duplicate project ID's which got created
