StartSyncPDC Was Not Connecting to PDC DB: SEVERE: Unable to get passwords from the configuration file (Doc ID 2052701.1)

Goal

On :  11.1.0.6.0 version, Transformation for Pricing Design Center (PDC)

One user has installed the PDC Interim <Patch 21503075> and re-started Billing and Revenue Management (BRM), PDC and Transformers successfully.
But while starting SyncPDC, there were the following error:

While starting SyncPDC, it was asking for KEY password. The user has generated same KEY password for SyncPDC and Transformers. The same key was working for Real-Time Rating Engine (RRE), Batch Rating Engine (BRE), Transformers, but not for SyncPDC.

Before applying the patch, the user was able to use the same KEY password for SyncPDC:
/apps/bin=->./startSyncPDC
Creating PID file ..
Starting SyncPDC ...
PLEASE ENTER KEY PASSWORD TO DECRYPT THE PASSWORD(S) :
SEVERE: Unable to get passwords from the configuration file.
PLEASE ENTER TRANSFORMATION CROSSREFERENCE DB PASSWORD:
PLEASE ENTER PRICING SERVER ADMIN PASSWORD:
PLEASE ENTER PRICING SERVER PDC PASSWORD:
Unable to validate PDC user for Sync PDC.
SyncPDC: there is an error during SyncPDC. Check SyncPDC log file for detail.
Removing /apps/syncpdc/syncpdc.pid
