StartSyncPDC Was Not Connecting to PDC DB: SEVERE: Unable to get passwords from the configuration file (Doc ID 2052701.1)

Goal

On :  11.1.0.6.0 version, Transformation for PDC

The user has installed the PDC Interim patch 21503075 and re-started BRM, PDC and Transformers successfully.
But while starting SyncPDC, there were the following error:

Error is: SEVERE: Unable to get passwords from the configuration file.

While starting SyncPDC, it was asking for KEY password, the user has generated same KEY password for SyncPDC and Transformers. The same key was working for RRE/BRE, Transformers but not for SyncPDC.

Before applying the patch, the user was able to use the same KEY password for SyncPDC.

Removing /xxxxx/xxxxx/brmintegration_11106/apps/syncpdc/syncpdc.pid
