Discount is Still Applied on Account with 100% Discount; Effectively Giving A Credit (Doc ID 2052864.1)

Symptoms

On : 7.5.0.11.0 version, Balances

Discount is still applied on account with 100% Discount, effectively giving a credit

Created an account with a plan with a 100% discount deal. We then purchased a stand-alone deal giving 20% discount. This gave the account a 20% credit on the account. The expectation is that the 20% discount does not return a credit because the charges have already been fully discounted.

The 100% discount and 20% discount deals are configured to "apply on remaining charge".

STEPS

The issue can be reproduced at will with the following steps:
1. Create a plan with 2 deals: a deal with a cycle fee as well as a deal with a 100% discount
2. Create an account with this plan
3. Purchase another discount deal with 20% discount
4. Observe that account has a credit

We expected the 20% to apply zero credit because we configured the deals to "apply on remaining charge".
