Unable To Access To Project Scheduled Services (Doc ID 2053234.1)

Symptoms

When trying to open "Project Scheduled Services" under "Projects", an error message "Exception has occurred!" is shown.  This prevents the running of the job and the viewing of the job status.  The the following message is available in the log files:

The issue can be reproduced at will with the following steps:
1. Login P6 web
2. Select "Project Scheduled Services" under "Projects"
3. Error
