Login Screen Doesn't Load Completely

End users from restricted computers cannot get the Primavera Contract Management log in screen to get past "Loading Java Plug in and Security Certificate"
Primavera Contract Management 14.1 has been installed and end users that work from an environment that is restricted to not allow for the end user to install Java RunTime Environment applications or access https://www.java.com are not able to get the Primavera Contract Management log in screen to complete loading.
The screen stays stuck prompting the message:
"Loading Java Plugin and Security Certificate"
