When Archiving ASCP To APCC, The "Supply Utilization - Units" Is Not Getting Populated With Pegging Data (Doc ID 2054068.1)

On a 12.2.4 Instance with VCP Cum <Patch 12.2.4.1 - 19549533> Applied:

When archiving ASCP to APCC, the table msc_item_order_f is not getting populated with pegging data  

We want to use the seeded "Supply Utilization - Units" report in APCC.  That report shows pegging information for supply end pegging to the end demand.  The reports are completely empty.  No pegging information is found.  We see pegging in the ASCP planner workbench.  

When  we query "select * from msc_item_orders_f" for our plans, we notice there are no entries at all for the below columns:

SUP_END_PGD_TO_SO
SUP_END_PGD_TO_SS
SUP_END_PGD_TO_EXCESS
SUP_END_PGD_TO_FCST_VALUE
SUP_END_PGD_TO_SO_VALUE
SUP_END_PGD_TO_SS_VALUE
SUP_END_PGD_TO_EXCESS_VALUE

It appears that during archiving, these columns are not being populated.

The issue can be reproduced at will with the following steps:
(1) Run Archive Plan Summary
(2) Note the missing pegging data in the dashboards / reports
