When running our ECC Plan, Planned Orders are created too early

There is a single planned order recommendation which fulfills two demands which are eight months apart.

The ASCP Workbench -> Supply / Demand form shows a Planned Order of quantity 16,000 with a Suggested Due Date in September 2015 that fulfulls a Planned Order Demand of quantity -14,500 and a Work Order Demand of quantity -1,500 that are 8 months apart. 

The Suggested Due Date for the Planned Order Demand matches the Suggested Due Date of the Planned Order in September 2015, while the Work Order Demand isn't needed until May 2016

Expect a second planned order to be generated when it is needed

The issue can be reproduced at will with the following steps:
1. Run the ECC Plan
2. Check the workbench and horizontal plan
3. Note the timing discrepancy on the ASCP Planners Workbench
