Actual Behavior
BOM Comparison Report output blank report with Japanese characters on Windows

Expected Behavior
BOM Comparison Report output the correct report with Japanese characters on Windows

Error

stdout.log shows the following error:

Steps
The issue can be reproduced with the following steps:
1. Make sure you are running Agile on Windows with locale set to Japanese.
2. Log in to Web Client
3. Run BOM Comparison Report
-> The report created is blank
