Process Is Not Opening In Answer Flow Editor. (Doc ID 2056445.1)

Goal

Why are some Answerflow Processes not opening in the Answer Flow Editor?

These created processes can be previewed but can not be edited.  When attempts are made to export the process, the following error appears in a pop up Window
"file was not downloaded or was not downloaded correctly".

The log file show the following exception when the export fails:
