Goal

On : BRM Pipeline Manager / Main rating module

When purchasing a product, the Pipeline is taking the effective_t value instead the usage_start_t for rating.

For example:


From the memory dump of Pipeline manager:
    For Product Info that is valid from 1438927200 to 0
      Effective from 1439000135 to 2147483647 Status 1
      Plan Id 0 Deal Id 0 Package Id 16747378
      First Usage Indicator FALSE FirstUsage Validity Set TRUE GroupBy Resource FALSE
      Purchase Instantiated Time 1438927200
      Product Video LLLLL, created  1310697786  valid from 1262322000  to 0
