Symptoms

When attempting to start PSUB, the following error appears in the log

Connected to database.
ERROR:ORA-06550: line 1, column 382:
PL/SQL: ORA-01031: insufficient privileges
ORA-06550: line 1, column 375:
PL/SQL: SQL Statement ignored
