CDA Import:Does Not Consider More Then One EffectiveDate Node Under Substance Administration (Doc ID 2057081.1)

Persisting a Substance Administration effective time with GTS expression - [20070314183522;20080314183522[/(8 h)
This is the GTS expression that should be derived from the below CDA snippet:

But observed that that is not the case ATM.
What is happening in the CDA Import mode is that the SubstanceAdministration Handler is only using one of the effectiveTime provided.

If putting the IVL_TS at the top the GTS expression being persisted is [20070314183522;[ . But if putting the PIVL_TS on top of IVL_TS in the CDA xml the GTS expression being persisted is /(8 h).

What should be happening in this case is the expression [20070314183522;20080314183522[/(8 h) should get persisted.
After getting the ITI-41 success response the client is expecting that all information has been persisted successfully, but that is not the case here.
