Goal

How can we mitigate against emails that are sent to a lot of people who use "reply all"?

For example, a well-known company was recently bombarded with a "Reply-All" email catastrophe.  A user sent an email that ended up reaching 33K mail inboxes.  As hundreds of email responses followed -- with users clicking "Reply All" to tell other users to stop replying all -- which ended up in a slow down of mail processing.

An admin familiar with the account said that almost 4 hours later after the initial email was sent, individual users were each seeing a total of 713 emails, generated from this one email. Replying all to 33,772 people, equals 24,079,436 emails. Average size of these emails was about 50kb. That equals 1203971800kb, or 1.203TB.
