Run Batch Forecast Workbook Produces Error "Unable to connect to RPAS server"

In the Retail Predictive Application Server (RPAS) Fusion Client 22.214.171.124, after patching the domain with the 126.96.36.199 patch, the following error message is generated while trying to execute the 'Run Batch Forecast' workbook:
Sample Steps to Reproduce:
- Expand the "System Initialization - Tuning" activity group and the "Baseline forecasting" activity.
- Create a "Run Batch Forecast" workbook.
- Select Final Level 04 Baseline in workbook wizard. Click Next.
- Error appears: "Unable to connect to RPAS server".
