Items Show Up With 0 On Hand Quantity In The Horizontal Plan - Then Find The On Hand is not Collected (Doc ID 2058745.1)

Symptoms

Items show up with 0 beginning on hand quantity in the horizontal plan in the APS destination server while it has quantity in the source server.

Then check the Collections Workbench and find that the On hand quantity has not been collected.

Item has 13,230 in Location On-hand per the inventory application.

We checked with SQL for working item and non working item and find that for
Item A - we are NOT collecting the on hand data
Item B - we are collecting on hand in plan_id = -1

Since the on hand is not collected - customer ran SQL from
