Oracle Commerce Workbench (Experience Manager) Preview Not Working

Information in this document applies to any platform.
When attempting to preview a recently created Experience Manager page, the preview site takes a long time to load.
Then, a modal appears stating: "Preview Application Not Loading - The application is taking too long to load. Please verify your preview configuration."
However, the preview URLs render, both within the Workbench iFrame and outside in a separate browser window.
After this modal appears, the preview controls at the top of the page are non-functioning.
The 'apply' button does nothing and does not cause a refresh of the preview frame with the new parameters.
This is a development environment.
The out-of-the-box JSP files are not being used, or new JSPs have been developed for the customer's front-end web application.
