Duplicated Real Time Notifications from the Voucher Wallet Servers

Symptoms
In all versions of Oracle Communications Network Charging and Control (NCC) up to 5.0.3, an issue exists where Real Time Wallet Notifications (RTWNs) from the Voucher Wallet Servers (VWS) are incorrectly failed and retried by the beServiceTrigger resulting in numerous notifications arriving at the end users handset.
There are no errors associated with this which can be seen in any log and the only way to detect this issue is by finding Advanced Control Service (ACS) Event Data Records (EDRs) where the same RTWN was processed and delivered to the same end user with an approximate delay equal to the BE.triggering.failureRetryTime value configured in the eserv.config file on the VWS'. By default this period is 60 seconds.
Changes
No direct changes, however increased load will exacerbate this issue.
