Performance Issue while Upgrading the DB to CCB 2.4.0.3 (Alter Table CI_PAY_TNDR) (Doc ID 2061584.1)

Goal

During the upgrade from CC&B 2.3 FW 2.2 (SP10/20) to CC&B 2.4 FW 4.2 (SP3), the CCB2401_BpSchema3.SQL is quite long when altering the table CI_PAY_TNDR.

Currently default Parallel is set to 16 in the CCB2401_BpSchema3.SQL.
Despite that, there is only 1 oracle session doing the ALTER TABLE, instead of 16:
ALTER TABLE CI_PAY_TNDR MODIFY CUST_ID CHAR (36) PARALLEL 16 NOLOGGING;
ALTER TABLE CI_PAY_TNDR MODIFY EXT_REFERENCE_ID CHAR (36) PARALLEL 16 NOLOGGING;

How can the parallel be activated on the ALTER TABLE CI_PAY_TNDR query?
