Is it Possible to Consolidate Different DOM Non-paying Child Accounts to One Parent Account? (Doc ID 2062170.1)

Goal

Qn1: On : 7.3.1.0.0 version, Core Billing

Business scenario: Non-paying child accounts are aligned to parent accounts based on BDOM. There is one parent account for each BDOM (31 parent accounts total).  When run billing, there are total of 31 bills (one for each parent account). Business requirement is to consolidate 31 bills into 1 bill. This is where the main level 1 parent account is created to have all 31 bills consolidated under this one account. Is it possible to have level 3 non-paying child accounts charges rolled up to level one parent account?
 
Qn2: Customer can see child account's charges rolled up correctly when run bill now after some customizations code in billing, but result is different when doing pin_bill_accts. What could be the cause of this? How is bill now and pin_bill_accts different?
