Error when trying to update the xml from the system manager advanced config (com.inquira.config.ConfigParseException) (Doc ID 2062313.1)

Symptoms

When trying to update the indexer xml either through the system manager or system manager advanced config tool, or directly into the files and then restarting the indexer you can get a ConfigParseException.   The config has validation code that can produce many different errors if the XML in the config is not as expected.
