HTB: Bulk Loader Does Not Allow Open Ended Intervals In IVL<PQ> Observation Values (Doc ID 2062400.1)

According to definition of the IVL_PQ in the Javadoc, the CTB_BL_LOADER_PVT package requires both OB_LOW_VALUE_QTY and OB_HIGH_VALUE_QTY to be non null in an IVL<PQ> observation value. 

The mandatory column OB_LOW_VALUE_QTY has not been assigned  a value.

This is needed for processing Lab Results with an act relationship to the reference range observation event criterion.  A numeric normal range is an IVL_PQ.  

Typically in healthcare the normal range simply says less than or greater than a certain amount.  This is typically passed as a structured numeric normal range of "<10" or "<=10", which equates to an open ended IVL_PQ.
