Call Plan Drop-down Lists Empty When Adding a VPN Network

Goal
In all versions of Oracle Communications Network Charging and Control (NCC), the Virtual Private Network (VPN) software can used to connect multiple "sites" together by mapping private numbers used in the VPN to identify members to public numbers required to route calls over a Public Switched Telephone Network (PSTN) or Mobile Network.
Part of the VPN set up requires the selection of an "Originating", "Terminating", and "Management" Control Plan per VPN Network. More information on this can be found in the VPN User/Technical Guides.
The first time this screen is accessed, it is likely the three highlighted dropdown lists are empty and it is not obvious from the documentation what the requirements are for a Control Plan to appear in any of these three dropdown lists.
